Project background
Due to growth at BizOps Enterprises, we have decided to expand our head office by refurbishing and fitting out the front building. We will need to employ workers across a range of occupations and trades, including engineers, plumbers, electricians, carpenters and cabinet-makers, and painters. The following is a broad scope of works:
Demolish and remove internal walls, ceilings, cabinetry, and carpets to leave an empty shell
Construct new walls
Plaster and paint walls and ceiling
Sand and polish floorboards with 2-pac oil based estapol
Replace electricals including power points and lights
Install new cabinetry
Clean and ready site for occupation The project is expected to be completed in three months. Nail guns, jackhammers, power tools, elevated work platforms and scaffolding, and a range of other building and construction equipment will be used extensively. There will be a skip on site for waste disposal. There will be an appointed Site Manager with overall responsibility for managing the day to day work flow, ordering equipment and supplies, signage and hiring/firing contractors/ trades. The Site Manager will have two Team Leaders to oversee specific tasks.
The building being renovated fronts a busy street and construction activities will need to ensure vehicle and pedestrian traffic is safe and uninterrupted.
The Workplace Health and Safety Management System (WHSMS) implementation and maintenance tasks over the coming weeks leading up to commencement of work include:
confirming legislative requirements
identifying relevant roles and responsibilities
resourcing the WHS management system
establishing appropriate induction and training
providing participation and consultation arrangements for establishing the WHS management system
developing processes for identifying and resolving issues
implementing hazard and risk control procedures that ensure legislative compliance. The WHSMS must also provide a mechanism for evaluating the effectiveness of the processes, which you and your WHS team will put in place.
Assessment Tasks
This Project has been split into ten separate tasks.

Task One
a. List and summarise the key WHS and/or OHS legislation in your state that will affect the refurbishment project described above.
b. Review the BizOps WHS policies and procedures listed above and compare to the legislative requirements in your state. For each policy or procedure, note what information needs to be amended or added to ensure it meets legislative requirements. You may choose to present this in a table format.
Task Two
Review the refurbishment project details and BizOps Organisational Chart and list the personnel who will have WHS responsibilities during the project, and for each person, detail what their specific responsibilities will be, before, during and after the project has been completed. If you feel there is a role needed that has not been mentioned, please include it with a reason why.
Task Three
Develop a Hazard Management Plan that includes processes for hazard/risk identification, assessment and control. Your plan should include a risk assessment tool and may refer to and link with the BizOps Hazard Identification Form and Hazard Report Form. Ensure you implement risk controls according to the hierarchy of controls. b. Identify five potential hazards that are likely to arise during the refurbishment project and follow the procedures you have just developed, including completing all required forms, to assess and manage each risk according to the hierarchy of controls.
Task Four
Create a list of the WHS equipment such as PPE and signage that will be required as part of the WHSMS for the project, and provide details of one supplier and the unit price for each.
Task Five
Develop a procedure for resolving any WHS issues through participation and consultation as per the WHS legislation in your state. Your procedure must include how and when you will provide information about the outcomes of participation and consultation to workers in a way that is easy for them to access and understand. Your procedure should include timeframes and may be presented as an Action Plan.
Task Six
List the names and contact details of three organisations that can provide expert WHS advice and services relevant to the refurbishment project. For each, explain what specialist advice/ service they offer in your state, and in what situation you would engage their services.
Task Seven
Develop an Induction and Training plan for all contractors working on the BizOps refurbishment project. Your plan may be in the form of an action plan and must include a method to record attendance.
Task Eight
Develop a monitoring plan to ensure WHS compliance over the three-month project. Your plan should be in the form of an action plan and must include regular meetings with stakeholders.
Task NineReview the Safe Work Australia website (https://www.safeworkaustralia.gov.au/).
a. In your own words, explain how WHS incident data is collected and how it is used.
b. Explain how you could use this information to maximise the safety of all people on site during the refurbishment project. c. Outline a system you could use to identify patterns of injury or disease.
Task Ten
Develop a plan to implement any required changes to your WHSMS during the project as a result of continuous improvement or in response to any incidents. Your plan should be in the form of an action plan.
